Project Overview

Would you like shorter commute times? Safer highways? Less cut-through traffic in your neighborhood?

The Seward Highway to Glenn Highway Connection project (H2H) will explore improving mobility on these corridors that provide access to major destinations in Anchorage. H2H will consider multi-modal solutions to address capacity, system continuity, neighborhood connectivity, and safety. Participating in this large transportation project is an exciting opportunity to shape Anchorage’s future.

Background: The concept of H2H was discussed as early as the 1972 Long Range Transportation Plan (LRTP). In 2001, the East Anchorage Study of Transportation (EAST) concluded that improving the connection between the Seward and Glenn Highways was essential to solving traffic congestion in Anchorage. In 2005, H2H was included and adopted as part of the 2025 Anchorage Bowl Long Range Transportation Plan.

Scope: The FHWA and the Alaska Department of Transportation and Public Facilities in cooperation with the Municipality of Anchorage, propose to improve mobility between the Seward and Glenn Highways. The project study area, alternatives, and termini for the project will be determined through the National Environmental Policy Act (NEPA) process.  

Schedule: The environmental review process will take about three years. It began in spring of 2008
and the environmental review document will be completed by 2011. The process includes many
opportunities for public input. If an alternative is selected the requires design and construction, then
construction would be anticipated to start no sooner than 2013.

Status: Department of Transportation & Public Facilities (DOT&PF) and the Federal Highway Administration, working with the Municipality of Anchorage are now beginning the environmental review process.  The DOT&PF has contracted with HDR Alaska, Inc. to provide engineering and environmental services for the project.
