The agency must explore alternatives to avoid or reduce harm to historic properties. The agency will consult with the State Historic Preservation Officer/Tribal Historic Preservation Officer (and the Advisory Council in some cases) on measures to deal with any adverse effects. If there is failure to reach agreement, the Advisory Council will notify and send advisory comments to the head of the federal agency.
