A major step in the EIS process that provides an opportunity for input is the publication of a Draft EIS (DEIS).
The DEIS describes the results of the environmental study. The DEIS will describe the probable beneficial and adverse social, economic, and environmental effects of reasonable alternatives under consideration and the measures proposed to mitigate adverse impacts. The information will have sufficient scientific and analytical substance to provide a basis for evaluating the comparative merits of the alternatives. The Draft EIS will contain the following content:
- The purpose and need for the proposed action
- Alternatives developed and evaluated to meet the purpose and need (the Draft EIS may identify a
preferred alternative) - Description of the existing environment that would be affected by the proposed action
- Description of the environmental consequences of the proposed action; these include:

- Comments and coordination with agencies, tribes, and the public
When the DEIS is completed, it will be made available for public review and posted on this Web site. A public hearing will be held to obtain public comments on the DEIS. You do not have to attend the public hearing in order to make comments on the DEIS.
