Only the “reasonable” alternatives will be studied in the EIS. Reasonable alternatives are those that meet the project’s purpose and need. Additionally, reasonable alternatives are practical and feasible from both an engineering and a financial standpoint. Also, a No-Action alternative must be included in the EIS. A No-Action alternative is simply what would happen if the agency did not act upon the proposal for agency action. The No-Action alternative can also serve as a baseline against which the other alternatives can be compared.
